Activity data

As described for the over-all sector 1.A.3.d and all other navigational activities here here, specific fuel consumption data for NFR 1.A.3.d ii can be is included in the primary fuel deliveries data provided in NEB lines 6 ('International Maritime Bunkers') and 64 ('Coastal and Inland Navigation') [1].

The following table povides the estimated shares for (a) IMO-registered and (b) not registered ships in domestic maritime navigation as well as (c) the share of the national inland navigation.

Discussion of emission trends

NFR 1.A.3.d ii is no key category.

For ammonia, NMVOC, and nitrogen oxides as well as carbon monoxide, emission trends more or less represent the trend in over-all fuel consumption. Nonetheless, for these pollutants, annual emission factors from TREMOD have been applied to national inland navigation, reflecting the technical development of the German inland navigation fleet.
In contrast, for the newly implemented reporting for emissions from national maritime navigation, constant tier1 values are applied at the moment, not taking into account any technical developments.

Regarding sulphur dioxide and particulate matter, emission trends also reflects fuel-sulphur legislation.

Recalculations

Compared to submission 2014, the over-all emissions inventory for national navigation has been revised widely.
Here, whereas all data for national inland navigation (1.A.3.d ii (b)) remain unaltered, national maritime navigation (1.A.3.d ii (a)) is reported as part of NFR 1.A.3.d for the first time, resulting in significantly higher over-all annual fuel consumptions and emissions.

Activity data: Following the taking into account of diesel oil and heavy fuel oil used in domestic maritime navigation and the revision of the over-all approach applied for the entire maritime activities (in sub-categories 1.A.3.d ii (a), 1.A.4.c iii - National fishing and 1.A.5.b iii - Military navigation), over-all consumption data has been revised upward significantly.
In contrast, as a result of this new approach, the amounts of biodiesel allocated to NFR 1.A.3.d ii dicreased slightly: Here, rather small absolute shares have been re-allocated to 1.A.4.c iii - National fishing and 1.A.5.b iii - Military navigation.

Emissions: Given the fundamental revision of the inventory regarding all maritime navigation activities, all reported emissions have been recalculated.

Due to the broad changes in the NFR structure, no sector- and pollutant-specific information on the impacts on emission estimates are provided in chapter 8.1 - Recalculations with this submission.

Uncertainties

Uncertainty estimates for activity data of mobile sources derive from research project FKZ 360 16 023: "Ermittlung der Unsicherheiten der mit den Modellen TREMOD und TREMOD-MM berechneten Luftschadstoffemissionen des landgebundenen Verkehrs in Deutschland" by (ifeu & INFRAS 2009) [8]. - For detailled information, please refer to the project's final report here (German version only!)

Planned improvements

Besides routine revisions of the models used for maritime and inland navigation, no further improvements are planned at the moment.
